31. An application for a license under section 25 of the Law authorizing the care and possession of a child, being a British subject, for whose adoption arrangements have been made to be transferred to a British subject resident abroad may be made by a parent or guardian of the child or any other person or body concerned in the making of the arrangements for the adoption of the child.
