Exercise of powers of Court
27. The powers conferred and the duties imposed on the Court under these Rules may be exercised and performed by the Registrar, except the power of making in order for the appointment, removal or suspension of a guardian but the Court upon the application of any person aggrieved by the decision of a Registrar may review such decision, and such person shall be entitled to be heard upon review.
